This question was answer in a separate mailthread last fall. Publishing the answer (updated a bit to reflect present situation and not what was in fall last year) for larger knowledge sharing.
The ticket-references in CHANGES (bundled with the NED) referees to either a NSO BU Jira-ticket and/or a NSO BU RT-ticket. Unless there is no reference to the engineering ticket (Jira/RT) in CDETS or in CSOne then (for the moment) you must query the NSO BU to get the information you are asking for. There is migration-project of ticket-systems within the NSO BU, which should result in CHANGES entries referring to the customer (CDETS or CSOne) ticket as well. Ill bring it up with the process owner.
