I am getting this particular error while trying to rollback upgrade in NSO.
and the error is
May 23 12:35:58 cups-lab-nso-02.novalocal ncs[651499]: Starting ncs: Bad configuration: /etc/ncs/ncs.conf:0: eacces

Check the file permissions of the /etc/ncs/ncs.conf and make sure the admin user can access that file.

checked that and everything is ok but still unable to restart the NSO

Either what was already suggested or you have something inside ncs.conf that shouldn't be there.
I'm more inclined towards first. Using a mix of root/non sudoer/sudoer users to install/place neds/run NSO is giving you issues.

Something is up, check the permissions of the /var/opt/ncs/state directory and all files and directories starting with name package-in-use.
After creating the link packages-in-use->package-in-use.cur we try to remove the package-in-use.new file (if it exists), if that fails this error would show up.
