Does doing a NED migration change any configuration on the device itself or is it all just schema changes in the CDB?
By using the /ncs:devices/device/migrate action one can change the NED version of a device. The action migrates all configuration and service meta-data. As a side-effect it will read and commit the actual device configuration.
When the action migrates all configuration is it just on the CDB side? Specifically talking about cisco NEDS.

The side-effect mentioned means that the action will read configuration from the device and commit it in cdb with the new version of the model. If you don't want to read anything from the device you can use the no-networking flag.
The migration will not change the config on the real device
