I would rather argue from a different angle here. Both the WebUI and the NSO CLI are rendered from the underlying YANG models, e.g. for AAA, devices, services and NEDs.
IMHO the best documentation of the CLI are the YANG models itself.

There is no Command line reference as such for NSO similar to normal IOS or IOS XR products as the commands varry depending upon your service models / packages that you are using.
However for basic system commands you can follow the NSO user guide that comes with the NSO software itself. The NSO user guide contains a good number of commands that you will be required to use.
