NSO scp-to restful API used up all the SESSION_OPEN on the network device

Hi Team,

I am using the version of NSO is 4.6.1, and this caused the managed network IOS-XR devices cannot be connected from NSO and any other ssh clients, even from console also be refused.

SSH via its management interface:

   ssh_exchange_identification: Connection closed by remote host

via its console:

   Connection refused by remote host

I am sure it's because of the failure called to the restful API of scp-to, so I want to know what is a possible solution for this issue.
