Hello
Recently my data center 3900 series router had the above SFP go bad. Becasue of this problem, mycarrier thought it was something
in their network. They replaced the optical card and we were still down.
Is there a way to configue an SLA on the device that can monitor the SFP and alert when hardware failure is about to occur, based on some threshold defined for the SFP?

You can monitor optical thresholds which indicate performance degrations. Laser bias threshold is something which can point out to hardware impairments. If you can let know which platform you are using, we can work to acheive which might help here.
