Good morning !!
We have a pair a Cisco Catalyst 9407 with C9400-SUP-1XL. Connecting between them through 10GB-SR we are receiving the same log frequently :
Sep 22 11:19:15.176: %SFF8472-3-THRESHOLD_VIOLATION: Te2/3/0/1: Rx power high warning; Operating value: -0.5 dBm, Threshold value: -3.0 dBm.
Sep 22 11:19:21.337: %SFF8472-3-THRESHOLD_VIOLATION: Te1/3/0/1: Rx power low warning; Operating value: -22.3 dBm, Threshold value: -19.0 dBm.
We have tested changing SFP´s, fibber´s and version upgrade also .
Release installed is Amsterdam-17.3.4 (Cisco recommended).
Diving in the community with other catalyst model we have seen answers about cosmetic's issues.

So as see your message, you have tested different fibre patches, different SFP Modules, the Logs looks same.
If you remove the Fibre patch and you did not see the Logs, then TAC is the best option.
Is this impacting (meansLink going down and up ? or stable ?) if the Link is stable, worth open a TAC Case.

what kind of fibre single or multi-mode?
show interface te 2/3/0/1 trans detail ( also other one)
if you remove the Fibre patch from the port, is the still giving errors?
if this all done still issue, this could be a BUG since you are running the latest code 17.3.3 not reported any issues, there was some issue with the old code.
if this is not affecting operational impact and port running as expected, raise a TAC case to investigate for you.

- We have tested with SMF and MMF with the same behaviour.
- About disconnect the cabling we have not checked it, but we was changing SFP and these were the outputs :

What type of optics are used on both sides?
Is this VSS pair connected using SX and LH optics?

Sorry, but there isn´t VSS configured. Optics used are :
SR-10GB and LR-10GB
