Does cisco have a tool to automate the database backup process for the ONS 15454?

CTM - Cisco Transport Manager. It's Cisco's enterprise management tool for the optical products. It does a lot more than just backup the dbs - and has an accordingly non-trivial cost.

HP OpenView's functionality is nothing like that of CTM. HPOV is a generic network manager. CTM is an Element Management System with quite a bit of specific functionality for Cisco optical devices.
All OpenView will do is show you reachability and parse some SNMP alerts and traps from the optical domain (if you configure it with the Cisco MIBs). It is extensible and can be integrated with other tools, however.
CTM will do that and much much more, albeit ONLY for the Cisco optical equipment. CTMs 3rd party tool integration is usually a custom undertaking, via the CORBA interface.
