Unable to add circuits

I have a 15454 ONS network with 2 nodes. SW vers 4.1, TCC cards, and adding a fourth Ds3 card to shelf. I deleted two unused OC3 circuits to clear 6 STS1's to cross-connect the new ds3 cards on each end. I keep getting "IllegalArgumentException: type:10 Value is illegal and NumberFormatException" when I try to add a new circuit to any card in this network. Any ideas as to why? Thanks in advance.
