Can someone give me some pros and cons on UPSR vs. BLRS in a fully protected environment. A link to more information regarding these two ring configurations would be greatly appreciated.

What do you mean by fully protected environment? The main difference between UPSR(dedicated protection) and BLSR(shared protection) is the protection scheme and complexity. BLSR is far better, but more complex.

UPSR is better in situations where you don't care how many time slots are available on your ring. If you have more than 5 or 6 drop nodes on the ring BLSR may provide you with more circuits on the ring. As long as everything is provisioned correctly, both configurations offer the same degree of protection.

My opinion is that UPSR rings are superior because they carry 48 STS channels on both high speed optics, whereas BLSR pushes 24 channels over each fiber. while 4F BLSR rings provide superior protection to UPSR rings, the facilities cost is greatly increased because you must provide twice as much fiber to each node.
