Can this be done on the Cisco routers?

What model routers (need IOS version etc). and what is the physical interface on the routers that the cable will be connecting to?

If you are referring to Y-cable protection provided on the 15454, the Y-cable protection does not require a specific version of software on the interfacing hardware (router).
The Y-cable splits the Client optical signal (i.e. router or other device) and feeds it to two different transponder or muxponder cards in a 15454 DWDM system. The two transponder cards make the decision which will send the signal to the client interface, so as not to receive two signals at the same time.

Review the 15454 documentation for additional details. Section 9.14 "Y-Cable and Splitter Protection" of the Reference Guide provides a diagram and supported 15454 interface cards.
