3660 Voice using Pri-Qig, Signalling and one speech or disconnect

I have set up a 3660 2 x MFT 60 channels and distubruting both Voice and Data Service to 4 locations All seems to be working but I am having problems

with one way speech. I would like to add more site but need to clean this one way speech problem.

This configuration is VOFR over Satellite (NOT VOIP) delay 600 millisec

Ios ver c3660-js-mz-122-7b.bin.

256 Memory and I/O mem set to 40% so memory is not a problem

Suggestion Please
