We have got 10+ branches and in all branches we have got analog lines(5 to 10 lines) connected to FXOs in 2911 router which acts as a H323 GW. PSTN users land on this analog lines and auto attendant is played and then transferred to IP phone extn.
Is this a recommended design by cisco or any other better design to make it centralized. As we want to migrate from analog to SIP. SIP infrastructure is currently available and installed in head quarter with 400 numbers.

are branches in another citys? or in the same city?
and it depends what your pstn provider can do

2 main branches, 1 in central & 1 in eastern region.
4 small branches in central & 4 smallbranches in eastern region.
Currently we have analog lines in all branches. PSTN can provide SIP lines in main branches.
