Call Manager 3.2 (2c) - ATA with v2.15 slow registration

Compatibility matrix say i should make ata firmware v2.15 Default for this call manager (2.14 has a nasty lower case/Upper case MAC registration problem)

My issue is that all other devices CP7960 etc. newly register or re-register after reset within a few seconds.

But ATA's take several minutes. What might be causing this slow registration? Any suggestions to fix it? is it some process timing out? Event Viewer does not seem to hold any clues

This has happened to me once with the SQL sync issues between the publisher and Subscriber. I am not sure if you are using clusters. If yes, you may want to check this one.
