Call Transfer

If i transfer call from my ip phone A to ip phone B and At this time user of B ip phone is not at the time of transfering in his room. That's why I transfer this call which is still terminated on first A ip phone to ip phone C. The user of C phone pick up the phone and B phone is still ringing. Why? And what do i need to configure for resolving it?
