Does somebody knows why Callmanager 4.1 Route List have a Callmanager Group configuration?

Part of the control process need to have redundancy protection,
Beginning with Release 4.1 of Cisco CallManager, a route list can contain only route groups.
Each route group includes at least one device, such as a gateway, that is available. Based on device type, Cisco CallManager can choose some, or all, ports as resources in each route group.
The Route List registers with the first Call Manager in the group which is its primary Cisco CallManager.

Yes, that is what Cisco papers and web site says, but what means "Route List registers with the first Call Manager".
Till version 3.3 only devices and services (Ip phone, CTI, Conference bridge, etc) register with Cisco CallManager. Other proceses inside Callmanager itself does not need to register with CallManager.
In version 3.X, redundancy in route list was transparent for the designer. Why does it change?
