I need to translate the calling number on outgoing calls, but only if the call comes from some specific directory numbers. E.g. if the call comes from 311 translate calling number to 711. How can I do that?

You could use the external phone number mask for those phones.

You need to enable the Use Calling Party's External Phone Number Mask on the route pattern. Changes on the routelist/routegroup will override this. Finally, anything you do on the gateway configuration overrides that.
