Can I establish a connection between two Cisco 7960 IP PHONE without a callmanager?

Ariel,
Phones must register on a Call Manager for you to start dialing any number. So the answer is simply no.
If you want to play it cheap, use SRS on 2610 Router, but you still need a Call Manager to create the phones, but after that you can pull it out of the Network and have the 2610 do the call setup.

You can!
You have to use the IP Key-switch Feature
which acts like the SRTS, but no Call Manager is required ( Software is 12.1.5 YD4)

You also can do that using SIP protocol (of course you need SIP server).

Cisco IP Phones are proprietary and require a 3rd box regardless of whether you are using a CM, SRST, or IOS Telephony Services 2.0.
The SIP version is based on an emerging standard which also requires a 3rd box (proxy).
Siemens IP Phones are H.323 standards compliant and support direct IP to IP calls or calls through a Gatekeeper. There are probably some other alternatives as well.
