what is the main difference between 3com and Cisco in ip telephony solution?

Doesn't that really depend on what you need your phone system to do for you?

I am a decision maker for a company and we need to implement IP Telephony system.
Actually, our local venders' proposed to me two systems: one from Cisco and other is 3com.
My opinion is to go with Cisco technology but 3com is cheaper than Cisco.
How I can convince my owner to purchasing Cisco not 3com?

Tell us more about your network, goals, and requirements. How many phones? How many sites? How many voice mail boxes will you need? Do you have a separate voice mail system already that you'd like to keep?
What sort of connections to your voice provider do you require, e.g. PRI, analog trunks, etc.? Do you need to connect to PBXs from other vendors?
What Cisco solution was suggested, CallManager or CallManager Express?
We need more information in order to make an informed recommendation.

1- iniatialy i have HQ office and one branch.
2- in HQ i have 575 IP phone seats, in branch 100 ip phones.
3- i need voice mail box for 400 user.
4- i have two type of connection CAS e1 and Anlaog lines FXO and FXS
5- cisco suggested callManager.
