what are some qualifying questions to see if a customer is a candidate for Cisco One or a Meraki Solution? They are interested in a cloud-based solution but not Cloud as a Service.

Meraki is for customers what want a self managed network and have distributed locations. Typical examples are retail and hospitality.
Cisco is for everything else.
