In CME with a T1 ISDN PRI on voice-port 0/1/0:23 I see timeout interdigit. In the telephony service I see timeout interdigit?? What is the differences and implications of using one over the other on a CME system?? Does the voice-port interdigit timeout take precedence over the telephony service setting??

The main difference is that the telephony-service timeout applies only to IP Phones connected to CME, and the voice-port timeout applies to the respective port, say if you have an analog phone connected to an FXS port then the timeout applies when the port receives digits from that analog phone to determine end of dialing. They both work independently and there is no precedence between them.
In a PRI, this takes effect only if you are using overlap receive, where dialed digits are send one by one. Usually in PRI, the dialed digits are send all at once in the Setup message and hence this command doesn't make any difference
