if i want to make 2 CME routers one will be backup for the other so i need one with CME license and the other with SRST license ?

There is no difference in the license for CME and/or SRST. You need a uck9 license which is for voice in general. You would then need a "cme-srst" license to have the router function either as CME or as SRST.
