Conference Calling with FXO Ports

I have the following configuration and am not able to conference call with two PSTN participants.
CallManager 3.3(2) SPC
1760-V Gateway, IOS 12.3(11)T
Four VIC-2FXO-M1 modules installed in the 1760
MGCP configration between CallManger and 1760 (i.e.not using H.323)
After calling the first party over a FXO port to the PSTN, and then trying to conference in the second party over a FXO port to the PSTN I get a "invalid conference participant" message.
I have opened a TAC case and am being told that conference calling over FXO ports will not work with MGCP. Supposedly, the only solution is to use H.323.
Has anyone been able to conference call via FXO ports while using MGCP on the gateway?

I Think this is must work.
Check, do you have MRGL configured
on FXO ( software conference bridge ) ?

Hey Dan
Could u post the detailed ccm trace for this particular call,please get it from the callmanager with which u have this ipphone which tries to join the pstn caller registered ,also what confrence bridge is this software or hardware ,whats the exact version of callmanager you running with the service release.

To answer both prior responses I am running the Software Conference Bridge in CallManager 3.3 (2) with Service Pack B (note my error in earlier post where I said SPC.) I do not use any MRG/MRGL's - all callers use the Software Conference Bridge. I am using G.711 so there are no transcoding issues.
Attached are the traces from a test conference call.
All calls originated from 6555. The first call was placed to 703-890-1000, and then a second call was placed to 571-237-4361 to attempt a conference call. In all cases the conference call failed. The calls were placed at 1:14pm and can be seen in the trace starting at 13:14:55.
The gateway in use is designated as WROvgate.
Also, just to clarify - Conference calling will work correctly between 3 internal callers. Conference calling will also work correctly with 2 internal callers and 1 external caller from the PSTN. It only breaks when you try to have two external callers from the PSTN.

11/09/2004 13:15:25.781 CCM|StationD: 000003336 DisplayNotify timeOutValue=10 notify='€)' content='Invalid conference participant and this happens after u have dialed 95712374361 and u press the confrence softkey ,so i would like to understan the exact call flow ,that what did u do in this call and how it orginated , a detailed description ,Also i see that the first call went through AALN/S0/SU3@wrovgate and the second call went through AALN/S0/SU1/1@wrovgate .I would also like to check this in lab as well and research more into it but i have been very busy this week with cases but i would definetly let u know.
