no... the COS restrictions don't go that granular. You can grant access to all call handlers or none. 3.1 will allow you to get more specific and say read only, or don't allow this person to delete call handlers and the like but it doesn't go to specific handlers or groups of handlers.
What you nees is the administator flag for call handlers to be respected by the SA (this was the original idea and was just never followed through on since it's a bunch of work). That's what the "administrator" setting on all call handlers was meant to be for. You could only edit a cal lhandler if you were listed as the owner or were a member of the distribution list that was set as the owner. There's been rumblings to go back and do this work but I don't see that on the immediate roadmap for 3.1 or 3.2 at the moment.
