CUCM 11.0 - All 99XX phones no longer transmitting video

Hello, although CUCM, device and phone settings - parameters are enabled for video, none of the phones are transmitting video any longer.  No changes to our network have been made either.  Self view works, therefore the cameras are functional.   We are set up for POE, but I added local power in case this was the issue and still not video transmission. 

Any ideas?

Are the region and location between the phones configured to allow video calls ?
