I do not want to set up IPMA but do want users to have the DND feature on their phone. I can change the softkey layout to include that function but when the key is pressed, the phone says "That key is not active here".
Does anyone have any suggestions? Thanks in advance.

If you want DND feature without the IPMA then you should go for the SIP IP Phones. If you run SIP on your IP phones then you can configure it as shown in the document below:

You can get a basic DND feature with CCM and IP phones by forwarding the phone directly to vm. You will not be able to see who is calling, but calls will not ring at your desk and will go to voicemail.
To enable this press CFwdAll and then press Messages. To disable, press CFwdAll to unforward the phone.
Like I said it's not a real DND feature, but it may satisfy some of your users.
My understanding is that Cisco is planning to add DND to an upcoming CCM release, not sure when that will be though. I did evaluate a third-party CallManager compliant Ip phone a while back that had a DND feature built into the phone; it worked quite well.
