In CCM 3.0 does anyone know if there is a way that you can have a User setup with an extension that you can forward without having an actual physical phone assigned to them? This is for a customer that outside salespeople and they want calls to come in to AA and when the extis dialed it will forward to the salespersons cellphone.

Yes,
We do this all the time, we call them "Dummy" or "Virtual Phones". You create a 7960 or other phone with a dummy MAC Address. We use the ten digit telephone number with 00 in front of it as the MAC Address. This keeps them unique and easy to manage. You then do a forward all to wherever you want the call to go; voicmail, cell phone, etc.
We use Dummy Phones, for sales people who just need an extension and a vm box. We also use this for fax mailboxes off our Octel 350, a dummy phone is created that does a forward all to our voicemail pilot number. By using the "Voice Message Box" field added in CCM 3.1, you set the number of the voicemail box you want the call forwarded to.
Also, to keep things more manageable in CCM, we use a dummy 7960 with two 7914's confgured and that gives us a dummy phone with 34 lines. We can then use one device for 34 dummy phones, instead of creating 34 individual dummy phones.

You could just us a devices profile, then you dont need to play around with MAC address
