How can I reserve bandwidth for VOIP?

I am using a Cisco 1751 on a Frame Relay and have VOIP configured. Every now and then, when bandwidth usage is up, the phone becomes very garbled. Once PC traffic settles down, the phone becomes clearer. I have attached my config and was wondering if anyone could tell me a way to either reserve bandwidth for the VOIP, or throttle bandwidth available to the PC's. There are only two phones at this location. Thanks in advance!

What you need is QoS. You can do it in many ways, either using RSVP, which reserves pre-defined bandwidth for the call or using low latency queueing. With LLQ, voice is given higher priority and serviced first before any other traffic. With LLQ you can guarantee required amount of bandwidth for X number of calls.
