How to change the background image on IP Phone 8851 via USB

I am trying to figure out how to change/upload a image to be a background on our IP phones. 
I have looked into the documentation already that suggests multiple ways. Unfortunately none of those options are open to me at this time. 

Is there anyway to upload a image via a USB?

No that is from know not possible.

Not possible if the phone is connected to a CUCM. 

The logic behind this is to stop just about anyone from changing the background &/or the ringtones (appropriate or not).

I believe this is very much possible with 3PCC/MPP image.
