I am a CTI developer having developed many types of app over the years including native Dialogic, native NMS, and TAPI applications. I have a certain app which I wish to port to run on TAPI on a call manager. Can someone point me to what hardware and software I will need to buy from Cisco (I already have a compiler) to develop? I am looking to put together a "proof of concept" system and would prefer to hook to analog lines instead of T1's. Any third party provider that will let me attach to their setup over the web would be also great.
And I almost forgot! Where can I buy these?

What kind of hardware you need depends on what you already have. Call Manager runs on a HP/Compaq server, a DL380 I believe (but you better ask somebody else just to make sure). Then you need the call manager software, and a PSTN interface in a Cisco router (look under "Voice Gateways" on http://www.cisco.com/en/US/partner/products/sw/voicesw/index.html for a list of products that may suit you). Depending on what Cisco products you already have you might only have to buy an add-on interface card.
Then obviously a few phones couldn't hurt. You need a n ATA box (http://www.cisco.com/en/US/partner/products/hw/gatecont/ps514/index.html) if you want to connect analogue phones, and I suppose a bunch of IP phones (http://www.cisco.com/en/US/partner/products/hw/phones/ps379/index.html).
As to where to get it all, look for a Cisco partner in your region. They might be able to get you a developer starters package, or something the like.

I couldnt' access your links. Is there such thing as a developers starters package? Is there a part number?

At the top right of any cisco.com page you'll find a bunch of links: "Home | Log In | Register | Contacts & Feedback | Help | Site Map". Use Register to set up a CCO account for you (it's free and you don't need to be a cisco partner either). Then when you're asked for a login when you follow the links I gave you, use the login/password you got from your registration.
As for a starter kit, I have access to a pretty complete Cisco price list at work, I'll check if there's something in it tomorrow. But it might be that even if there's a kit, it might be listed in a different place as it's not a product you put in a price list for VARs.

I have a login with guest rights, but I guess that is not enough. Anyhow, I called CDW yesterday to order this "thing". They didn't know of any such kit. CDW and I then called Cisco, who did know amd asked me to send an email to developer-support@cisco.com , which I did, but as of yet (it has been about 23 hours) there is no response.
