Joining Webex for Government Meetings from Zoom Rooms

Hi, I work for a large financial organization in the Video department.  We have a Zoom enterprise account and mainly use Zoom Rooms.  Recently, Zoom has integrated direct dial in functionality for Webex meetings from Zoom Rooms.  With that said, I'm still unable to dial in a Webex for Government meeting directly.  However, I'm able to send the Webex calendar invitation to the room's email address and join that way successfully.  Does anybody happen to know why that is?  I understand Webex for Government is using FEDRamp and heightened security measures for meetings.  It just doesn't make sense that I'd be able to join successfully through a calendar invitation rather than the meeting ID directly.  I've opened up a case with Zoom as well, but curious to know the Cisco Community's thoughts on the subject.  Thank you!
