It will depend on your network topology and what the bandwidth of your links are between switches. If you're trying to feed too many large video streams down a small pipe, then you will obviously have issues.

We had same issue with our Axis cameras. We found that the cameras working correctly were all on the same switch with the NVR. Cameras coming from other switches had high latency- we found out the IT department had set their trunk ports to 100Mbps and we were choking the pipe. They flipped the trunks to 1GB and issue was solved.
