Limiting number of outgoing calls for ISDN-30

I have one MGCP router that connects to PSTN via ISDN-30 E1 PRI. That MGCP router is registered to my CCM v4.1.3. Is that possible to limit number of outgoing call to 15 so that there always have some channels available for incoming call?
