Line Text Label on 7940 not available

On a CCM 3.3(2)spc site the "Line Text Label" is showing as "not available on this device" for a 7940 phone, but is available on 7960 phone with same phoneload.Is this a bug with this phoneload?

Symptoms:

Line Text Label filed for all lines on 7940 phones show as "Not available on this device."

Conditions:

Server has 3.3(2)DevPack05 or cmterm-7912g.P009.3-3-2 installed.

Workaround:

Contact Cisco TAC until a permanent fix can be made available
