With Unity 4.0(3) VoiceMail only Exchange 2000 is there a way to list the Internet Subscribers in the directory with out a recorded name? Or is there a way to import a recorded name with the CSV file.

With Unity there is no way to list any subscriber in the directory without a recorded name. It would be nice if we could TTS the user name but we can't today. Bulk Import doesn't allow you to add a recorded name either...

The subscriber information dump tool will allow you to see all the subscribers in the system that don't currently have a recorded voice name...

You mean for TTSing the name of the user out? No, that's not currently on the radar at the moment. TTS engines traditionally do a very poor job with proper names and it sounds pretty horrible much of the time. There's also a licensing issue at play here (i.e. only systems that had paid for TTS sessions would have this functionality).
As with all such requests, it's best to ask your account team to enter a PERs for it so the product folks know it's something desired in the field and is worth spending resources on for a future deliverable.
