Give this a try.
Depending on the version of ART, do the following:
For 1.0(1) version of ART:
Run through steps 1 to 5. In step2 delete the Group: ARTAdmin
or
For 1.1(1) version of ART:
Run through steps 1 to 5. In step2 delete the Group: CiscoAdminRepToolGroupUsers
The steps are as follows:
1. Open DC Directory Administrator Panel from Start-> Programs->DC Directory Administrator
2. Delete the Group (ARTAdmin or CiscoAdminRepToolGroupUsers depending on the version) from DC Directory
3. Log into ART using admin, admin
4. Assign Administrator rights to the user who would be the ART Administrator
5. Log in using the new ART Administrator Id.
