states that a 7815 can do 1000 mailboxes voicemail (on or off box) or unified messaging (off box). Its 500 if you do IMAP or Groupwise clients (these require off box). I ran a voicemail only config through the product configurator and it passed so I don't think you are seeing a configurator error. Here is that configuration:
