Modifying RTMT Alert Recipients via AXL or SQL

Hi,

I have exhausted my search resources and am trying to determine I can use CLI SQL or AXL to modify the email addresses (recipients) in RTMT's alert actions. Does anyone know if this is possible and, if so, what should be referenced?
