No Integration with NMS AG Dual T1

We set up a test server with an NMS Dual T1 and only get integration about 1 out of 12 reboots. When it sees ports it works well. When it fails to see ports the sysevent is "AvMiu_MC, Init, 505, Component Miu initialize succeeded, but no ports are available." We tried 2.4.5.66 and 2.4.6.102. The T1 adapter control panel 'test' runs without errors. The tspag.cfg file loads fine with agmon ina command window. We tried the T1 card in several PCI slots. Forgot to add, while this is a dual T1 card, we only have one T1 connected from the switch. The second port is open.

I created a loopback plug for the open T1 port and now Unity found ports when restarting 4 times in a row. Perhaps this is a solution. If you ever encounter a way in software to bypass this problem I'm interested in hearing it. Also, when Unity starts and doesn't find ports, it removes the port configuration from the registry. The result is we have to configure the ports from scratch. Is this by design or an oversight?
