Node-to-node quality in CUOM

Hi all,

I'm wondering how actually CUOM measures node-to-node quality between two locations. I used that metric for monthly report, and I conclude that 4,06 is the highest number that can be reached for node-to-node quality. Theoretically it can reach 5, but I don't know how. Have someone watched about this or get a higher number than 4,06 ? If yes, how to improve them ?
