Off hook alarm on CCM

CCM 4.1 and I have a customer who is a hospital. They would like the ability of some type of off-hook alarm similar to the Nortel's Off hook alarm system(OHAS). The scenario is that a resident knocks there phone off hook during an emergency but is unable to dial. After a specified number of seconds, some type of alarm is generated. Any way to do this in CCM

I think you are talking about the PLAR-Feature in CCM?

Am I wrong in thinking that, PLAR is used for automatic ring down, the phone will not be unable to complete any other calls?

Is there a way to setup an off-hook notification. After off-hook x amount of seconds the nurses are notified?
