OT: Tracking down E911 information for various localities

I'm trying to discover which localities have E911 requirements that go beyond just providing the building address in case of a 911 call. For example, if you have more than x thousand square feet, the locality may say something like "You have to be more precise." The Cisco Emergency Responder docs say "Contact your provider and local government". I'm assuming that if I call the City Hall for Atlanta (just one site that I'd need to do this for) they're not going to have any idea what I'm talking about.

In general, any ideas as to which department may be a better starting point? Or the correct google incantation?

So far, the only place that I've found which has explicitly stated anything is Illinois / Chicago. "One unique identifier for every 40,000 square feet".

That's the only one I've heard of as well, however knowing that and being in Illinois I had to implement the Cisco emergency responder application.

Hello, we are currently preparing to migrate our Ohio plant over to VOIP and I'm trying to find out if E911 is required. I've contacted the Public Utilities Commission of Ohio and they don't seem to have a precise answer for me.

Any suggestions on the best route to acquire this information??
