Are you talking about the services button? If so, there are several steps involved. I would check out the CCM documetation:

The short answer is setup phone services on the CCM: Feature -> Cisco IP Phone Services
setup a user:
User -> Add a New User
Tell CCM which user has what phone:
under User Configuration
Device Association
access the CCM user page:
http://"name or ip address of CCM"/ccmuser
enter your User ID and password
add the services you wish to the phone
now you should be able to press your services button
and access your speed dial and address book. Hope that helps
