We have 2 Call Managers, one active and the other acting as backup. This one is also the tftp server. The problem is the phones always register with the backuup CM instead of the primary. The gateways are registerd with the primary CM withouth problems.
Maybe the CM tftp server is sending the .cnf file with a wrong order of CMs? How can I check it or where it is configured?

Are you using IP addresses on the CM servers or DNS.
I've seen this with incorrectly configured DNS whereby the Phones get the first server (TFTP server) and because they can't resolve the name of the other server, they just stick with the server they can talk to.
Try changing the names of all your servers in CM admin to their IP addresses. NOTE: do not change the windows server name as this will kill your install.

From the CallManager Group Consiguration page,
Take a look at the Order of your callmanagers in the Selected Callmanager Box...
Selected Cisco CallManagers* (ordered by highest priority)
Make sure you have the correct callmanager at the top of the list.

Another thing you can do is stop and restart the tftp service to rebuild the cnf files.

If you look at the configuration on the phone itself, you will see what *it* thinks is its primary/secondary.
You can view the configuration by browsing to http://
If both servers are in the list, that means the phone is able to download its config from TFTP.
If the phone is displaying Names for the servers, you should change the name to an IP in ccmadmin under system->server.
