Hi,
Is it possible to place a 9 infront of all missed calls, so that when the user press dial, he could immediately dial the missed call numbers?
Currently, it could not because the missed calls are without the digit 9
infront which is required for making outside calls.

You can do this with translation rules on ccm. It is much easier with ccm 3.2.1 and later, because on the translation pattern under calling party transformations you have the option to prefix outgoing digits. So what you would do is put all you ip phones DN's in a partition internal. Create another partition called translation. In that partition place a translation pattern of xxxx or 1xxx what ever you directory numbers look like that are coming from the PSTN. Then prefix the 9 under the calling party transformations. Then set the css on the translation pattern so it can call the ip phones. Set the CSS on the gateway so it can only call the translation pattern and give it a whirl.
Thank you,
