When I have 7970G IP phone, When I configure a foward to another ext. the interal calls are transfered, but the external calls (calls from PSTN) no.

Offhand, I would look at the CSS on the gateway. It sounds like the PSTN gateway's CSS or the phone's CSS doesn't include all IP Phones.

Where is the number that the call is being forwarded to, is it internal or external??
Check if you have MTP Required configured on the gateway page (if h323 gateway). If so, uncheck that and try making calls again!!
