PSTN Calls not connecting to Unity, Internally OK

We have a customer who has a new remote site and when I dial the person internally from the HE site to remote and they don't answer it goes to VM, however, when I dial the phone from PSTN it keeps ringing, you hear something like it's being transfered but only keeps rings. We have CCM 4.2, and verifed that the External and Internal NA are set for the VM pilot number.

does the gateway that the calls from the PSTN come in on have access to the Partition the VM ports & VM pilot are in?

verify the CSS on the gateway has access to the VM ports/pilot for inbound access to VM. (or CFwd to VM)

I have verified that there is no partitions on pilot or on VM ports.
