T203 is Link Integrity timer.Its the maximum time without any frame exchange. It could be a telco issue..

Is your layer 1 and layer 2 status up ?? (show isdn status)

I get this same exact problem on some ISDN BRI's in the Netherlands. I still haven't found a solution and the ISDN lines appear to be up and Multi-Frame-Esablished when I do show isdn status.

But they flap all the time with those EXPIRY's.

On my router it was E1 (data) i remove it,
