I am holding an effective CCNP, and I am very interested in Cisco IP Telephony Support Specialist certification ( I have bought Cisco Voice Over IP, ATM and Frame Relay book and Cisco IP Telephony book), but my working environment doesn't have VoIP. Is there a simulator out there for either CVoice, CIPT or DQoS? Because my company doesn't want to pay anything for this kind of training, also it is too much money for myself to pay. or any other suggestions will welcome based on this situation.

Ive never heard of a simulator covering all those, its a bit too specialised I guess.
If you went on the courses, yes, I'd say it would be rather expensive to fund yourself.... but it is a good area to to be specialised in.

Cisco does have a CIM for VOIP.
