What version of Unity are you on? Are you in via WTS by any chance? Are you logged in as the install account?

Have someone try to run it locally logged in as the system account if you can. Several tools that need to log into the running DOH session don't work properly across WTS because of the way authentication happens. Many of these will be fixed for the 4.0 release of Unity (Coppola) later this year.
